Prime Minister KP Sharma Oli on Monday said that Nepal wants to benefit from the excelling economic developments of its neighbors – India and China – while taking steps forward. On the fourth day of his ongoing state visit to India, PM Oli attended the 21st Sapru Prawachan organized by the Indian Council of World Affairs (ICWA) in New Delhi. Addressing the program, the PM expressed Nepal’s cravings to mount result-oriented collaboration with India and China for the sake of development.The PM said the new constitution addressed the Nepali people’s diverse sentiments and its promulgation ended a historic political workload. “The constitution was not promulgated at once but rather through minute deliberations and a democratic process,” PM Oli said, adding, “The world community was curious and excited on this, and we have rightly addressed their sentiments as well.” RSS

Kathmandu, Feb 22: An aftershock measuring 5.5 on the Richter scale was recorded at 11.54 pm on Sunday, the National Seismological Centre stated.
The epicentre of the tremor was around Panchkhuwa Deurali, Gorkha District. The Centre stated that 434 aftershocks above four on the Richter scale of the Gorkha Earthquake have been recorded so far.

New Delhi, Feb 22: Prime Minister KP Sharma Oli has said the new constitution is a great achievement in Nepal. So, the migrant Nepalis too need to contribute to the national campaign of making Nepal prosperous, he urged Nepali community here while addressing a function organized at Nepali Embassy in New Delhi on Sunday.
The programme was organized by various organizations of migrant Nepalis in honour of PM Oli who is currently on a state visit to India.
“Nepal has got constitution after longtime struggle, which has helped institutionalize republic. I make it clear to the migrant Nepalis that the constitution has not discriminated any community,” he added.
According to him, the government was devoted to speedy energy development by heavily reducing load shedding hours in a year and becoming capable to export the electricity to India in two years. The government would facilitate on solving the problems facing migrant Nepalis there, the PM assured.

नक्कली भिसा बनाई उदयपुरका चार जना युवालाई ठगी गरेको आरोपमा प्रहरीले एक गिरोहलाई पक्राउ गरेको छ । पक्राउ पर्नेमा झापाकी कल्पना कार्की नाम बताउने मिना खड्का र ओखलढुंगा सिस्नेरी गाविस–१ घर भई हाल काठमाडौं महानगरपालिका–१ कपनमा बस्दै आएका ४७ वर्षका इन्द्रबहादुर थापा रहेका छन् । सिन्धुली नेत्रकाली गाविस–६ का ३६ वर्षका चतुरलाल गोले भने फरार रहेको जिल्ला प्रहरी कार्यालय उदयपुरका एसपी नरबहादुर केसीले बताउनुभयो ।
एसपी केसीका अनुसार उनीहरुमाथि नक्कली भिसाको पेपर देखाई त्रियुगा नगरपालिका–१५ लेखबहादुर पाठक क्षेत्री, प्रेमबहादुर खड्का, शिव खड्का र त्रिनपा–६ का रेवत खड्कासँग २१ लाख ठगी गरेको आरोप छ । उनीहरुले घण्टाको १२ देखि १५ डलरसम्म कमाउने गरी क्यानाडा पठाइदिने आश्वसन दिई युवासँग रकम असुलेका थिए ।
मंसिर १६ गते घरबाट बिदाई भई काकडभिठ्ठा हुँदै सिलुगुडीको बागडोरा एयर पोर्टबाटबाट चढेका ति युवालाई कलकत्ता अन्तर्राष्ट्रिय एयरपोर्टमा छोडेर एजेन्ट फरार भएपछि युवाहरुले आफू ठगिएको महशुस गरेका थिए । युवाहरुले मंसिर १४ गते एजेन्टलाई रकम बुझाई क्यानाडाको यात्रा तय गरेको एसपी केसीले बताउनुभयो । क्यानडा जानका लागि लेखबहादुर पाठक क्षेत्रीले ७ लाख, पे्रमबहादुर खड्का र रेवत खड्काले ६/६ लाख र शिव खड्काले २ लाख गरी २१ लाख रकम चतुरलाल गोलेलाई बुझाएका थिए । प्रेमबहादुरले मंसिर १४ गते गाईघाट आइएमई कोड नं. ७४८७८९५३२१ ‘डी’बाट अतिथि इन्टरप्राइजेज प्रा.लि. इटहरी–१ को आइएमई शाखामा ६ लाख रुपैयाँ चतुरलाल गोलेलाई पठाएको रसिद सुरक्षित छ । त्योय रकम चतुरलालले तीन÷तीन लाख रुपैयाँको दरले झिकेको आईएमईको रेकर्डले देखाएको छ ।

अन्य तीन जनाले भने मोरङको पथरीमा रहेको शिवशक्ति होटलमा कल्पना भन्ने मिना खड्कालाई बुझाएको प्रेमबहादुरले बताउनुभयो । प्राप्त भएको रकममध्ये आरोपित चतुरलालले मंसिर १४ गते मेची नगरपालिका झापाको ठेगानामा आइएमई मार्फत इन्द्रबहादुर थापालाई दुई लाख रुपैयाँ पठाएको देखिन्छ । आरोपितमध्ये मिनाले नक्कली भिसा बनाई कलकत्तामा युएनको मानिस र अनुगमन विभागमा काम छ भन्दै होटलबाट भागेको प्रेमबहादुरले बताउनुभयो । उनीहरुले फोटो कपी पेपरमा बिना छापको इलेक्ट्रोनिक ट्राभल्स अथोराइजेसन नं. जे ५००११८८७० को भिसा, भिसा सकिने म्याद सन् २०२० नोभेम्बर २६ तारेख, र पासपोर्ट नं. ०९३१२७१९ उल्लेखित भिसा देखाएर रकम ठगेको एसपी केसीले बताउनुभयो । कलकत्ताको तीन दिन बसाइपछि उनीहरु गाउँ फर्किएका थिए । गाउँ फर्किएपछि उनीहरुले एजेन्डको खोजी कार्य जारी राखेका थिए ।

अघोषित भारतीय नाकाबन्दीका कारण जनताले महङ्गो दाममा दैनिक उपभोग्य सामग्री खरिद गर्नु परेको वास्तविकतालाई मध्यनजर गरी नाका खुलाउन विभिन्न स्तरमा राजनीतिक तथा कुटनीतिक पहल भए पनि सो सम्भव हुन सकेन । बाहिरी रुपमा महाभूकम्प, सीमा क्षेत्रको कमजोर भूबनौट लगायतका कारणहरु देखाउँदै चिनिया अधिकारीहरुले नाका खुलाउन आलटाल गरे पनि वास्तविकता अर्कै रहेको रहस्य खुलेको छ ।
पश्चिमा साम्राज्यवादीहरुले भारत, पाकिस्तान, अफ्गानिस्तान, फिलिपिन्स, कोरिया, जापान लगायतका मुलुकहरुसँग सहकार्यको आडमा चीनलाई घेराबन्दीमा पार्न चौतर्फी रणनीति तर्जूमा गर्दै गरेको र तिब्बत हुँदै चीनको सार्वभौमिकतामाथि हस्तक्षेप गर्न दलाई लामालाई उक्साई रहेको सत्यलाई मध्यनजर गर्दै नेपाली सीमाको समेत गलत तत्वहरुबाट प्रयोग हुने भयले तातोपानी नाका बन्द गरिएको श्रोतले जनाएको छ । उसो त महाभूकम्पताका राहत तथा उद्धार कार्यका लागि आएका भारतीय सेनाका विमानहरुले चीनसँग सीमा जोडिएका धेरै क्षेत्रको हवाई उल्लङ्घन समेत गरेका थिए भने नेपाल महाविपत्तिमा फसेको संकटपूर्ण क्षणलाई भारतीयहरुले अवसरको रुपमा लिएका थिए ।
परराष्ट्र मामलाका जानकार तथा वरिष्ठ लेखक हिरण्यलाल श्रेष्ठले राजधानीमा आयोजित एक औपचारिक कार्यक्रममै महाभूकम्पको समयमा भारतीय सेनाले नेपालका उत्तरी सीमा क्षेत्रको फोटो तथा भिडियो संकलन गरेको बताए । चीन र नेपाल दुवै राहत तथा उद्धार कार्यमा व्यस्त रहँदा भारतीय सेना भने दुवै मुलुकका कमजोरीहरुलाई कसरी आफ्नो हितमा प्रयोग गर्ने भनि हिसाब किताब तयार पारिरहेको थियो । त्यसैगरी तातोपानी नाका हुँदै दैनिक जसो ओहोर दोहोर गर्ने केही चिनिया तथा तिब्बती जातिका मानिसहरु नै सो नाकालाई उपयोग गर्दै स्वतन्त्र तिब्बतको अभियान संचालन गर्न व्यस्त थिए भने नियमित रुपमा हुने डलर, सुन र रक्त चन्दनको तस्करीले पनि चिनिया अधिकारीहरु हैरान भएका थिए ।
'स्याल पनि कराउनु घोर्ली पनि हराउनु' भने झै घटनाक्रम अगाडि बढिरहँदा रहँदै महाभूकम्प आएको र सोही कम्पनको निहुँमा चीनले तातोपानी नाका बन्द गरेको थियो । विभिन्न राजनैतिक पार्टीका नेता तथा कुटनीतिज्ञ पनि लामो समय तातोपानी नाका बन्द हुनु नेपालकै कमजोरी भएको बताउँछन् । चीनको अखण्डता, स्वतन्त्रता र तिब्बतको सुरक्षामा नेपालले विस्वस्तता गराउन नसक्ने हो भने अब तातोपानी नाका नखुल्ने पक्का छ । यस विषयमा जिज्ञासा राख्दा काठमाडौँ स्थित चिनियाँ दुतावासका अधिकारीहरुले पनि केही बताउन चाहेनन् । वर्तमान सरकारले चिनिया अधिकारीहरुलाई तातोपानी नाका हुँदै गरिने स्वतन्त्र तिब्बत अभियानलाई रोक्न तत्काल गतिलो पहल नगर्ने हो भने तातोपानी नाका सँधैका लागि बन्द हुन सक्छ । यसबाट चीनलाई भन्दा नेपाललाई नै धेरै घाटा पुग्ने निश्चित छ

Researchers say there is a 50:50 chance that it will be replaced by a La Niña event before the end of this summer.
La Niña which involves a cooling of the Pacific Ocean, usually brings wetter conditions to Asia, Africa and Latin America.
These events can typically last twice as long as an El Niño.
Warmest January on record
While the World Meteorological Organisation (WMO) reports that the El Niño event has reached its apex, it is still having a significant influence on the global climate.
In combination with human induced warming, global temperatures in January were the hottest for the month since records began in 1880. The data also showed the biggest divergence yet seen from the long term record.
"In meteorological terms, this El Niño is now in decline. But we cannot lower our guard as it is still quite strong and in humanitarian and economic terms, its impacts will continue for many months to come," said Petteri Taalas from the WMO.

"Most models indicate that El Niño will weaken, with a transition to neutral during the late spring or early summer 2016," according to the US Climate Prediction Centre.
"Thereafter, the chance of La Niña conditions increases into the autumn," they concluded.
According to the US National Oceanic and Atmospheric Administration (, there is a 50% chance of a La Niña this summer. They say that there is an 80% chance of it happening by the end of this year.
Not every weather centre is on the same page when it comes to predicting the appearance of the event that's also termed El Viejo (the old one) or the Anti-El Niño .
Australia's Bureau of Meteorology based on 26 El Niño events since 1900, around half have been followed by a neutral year while 40% have been followed by La Niña. They argue that international climate models right now suggest that there won't be a follow-on La Niña this year.
If forecaster are a little uncertain of the arrive of a La Niña, they are all remaining tight-lipped on the more important question of how powerful it is likely to be.
La Niña often improves fishing conditions in the Pacific Ocean off South America, thanks to the upwelling of cold, nutrient-rich waters.
It is also associated with heavier monsoons in South-East Asia, but it has also caused significant flooding in Australia in the recent past.
Another outstanding question is the impact of climate change on La Niña. A that extreme events were much more likely in a warming world.

Writer-director Aaryem Nakami’s experience with dozens of comedy outings in his early career is best utilised here in telling an otherwise hardcore melodrama with generous dose of humour that comes as a saviour. While we have seen Nakami repeating his little jokes in many of his past movies, Tuyumati is more fresh and a comparatively an unexplored territory, at least thematically. Nakami’s shifting interest to ethnic story-telling in more recent years is what lends Tuyumati its artistic touch. This, together with the film’s technical finesse, which can be rated above any average Nepali movie, makes the two hours fifteen minutes extremely watchable.
Besides trying hard to be a cultural extravaganza revolving around heritage sites and traditional settlements with an ethno-musical complement, Tuyumati shines partly due to flawless acting by who can be very well considered seasoned actors by now.
Even after coming back to films after decades, Manish chooses a female title — Tuyumati which means lady with clean thoughts — which proves that it was never meant to be a one-man show, which gets materialised by the female leads sharing equal amount of screen space with that of Manish’s.

The churning of glaciers spews many space rocks out on to the surface in Antarctica, but compared to elsewhere on Earth, few of them are made of iron.
Based on modelling and lab experiments, scientists say the missing metallic rocks might be burying themselves, by melting the ice as sunlight heats them.
To prove their idea, the team now wants to look for the rocks themselves.
"The study is proposing a hypothesis - these samples should be there. We just have to go and locate them," said Dr Katherine Joy from the University of Manchester, a co-author of the paper published in Nature Communications.

"The great thing about Antarctica is they fall on the ice, and then the ice progressively moves away from the plateau. And where it hits these barriers, along the Transantarctic Mountains, the ice gets moved up," Dr Joy told the BBC.
"So this continuous conveyor belt has delivered meteorites from the interior fall sites to the 'meteorite stranding zones' for the past couple of million years or so."
Among this Antarctic haul, however, researchers have noticed that iron-rich meteorites - whether partly or wholly made of the metal - are surprisingly scarce, compared to the percentage collected in other places around the world.
Dr Joy and her colleagues think they may have discovered why.

A special lamp was trained on the ice from above, to mimic the rays of the Sun.
Both meteorites, on repeated trials, melted their way downward through the ice block. But because the metal conducts heat more efficiently, the iron meteorite sank further, faster.
The researchers then expanded that observation using a mathematical simulation. Their model showed that this Sun-driven burrowing would be enough to cause iron-rich rocks to sink so much during the long summer days that, over the course of the year, it would account fairly precisely for the lack of iron space rocks welling their way to the surface of the Antarctic "stranding zones".
"The idea is, they never make it to the surface. They're forever trapped, 50-100cm or so below the ice," Dr Joy explained.
That means, if the team's findings are to be believed, that the hunt is on.
Failed planets
As Dr Joy's Manchester colleague Geoffrey Evatt put it: "The challenge is now set - to be the first team to locate this reserve of meteorites and retrieve samples from it."
Of all the meteorites gathered from Antarctica, only a handful - so far - have been pulled out from beneath the ice. This is mostly for practical reasons, Dr Joy said.
"When it's very cold... picking up the sample in a controlled way is difficult enough with things sitting on the surface. To access ones that are subsurface - nobody's really tried to do that so far."
So it will not be easy, but the team hopes that radar and metal detectors might help target the search. And the potential rewards are high.
"Every meteorite we find tells us something new about the Solar System," Dr Joy said.
Some are carbon-rich or rocky remnants from long before any planet clumped together; others - like iron and rocky-iron meteorites - offer clues from a more intermediate stage, when baby planets with cores, mantles and crusts were trying to form.
"The iron group represents meteorites that were once the cores and the internal structures of different planetesimals.
"We think there were probably hundreds of these early planets, that formed in the solar system but never really got big enough and were broken up in collision events."

Selected from 555 applicants, they represent diverse academic backgrounds.

The world speed record for a gravity-powered snow sledge is currently 83mph (134km/h) but three Norwegian friends who have spent much of their lives messing about in snow have a plan to beat it - by about 70mph. The first step, writes Jorn Madslien, one of the trio of speed freaks, is to make sure the sledge is the right shape.
We're all tense as we enter Toyota Motorsport's cavernous high-performance testing and development facility in Cologne, Germany.
It is an intimidating place, at least for us - three ordinary guys from Oslo.
In the control room, there's a wall of computer monitors, displaying long rows of numbers and complicated graphs.
Image copyrightEspen JensvoldBut the engineers and technicians aren't looking at them. Instead, they watch through large windows as our vehicle is placed on a "rolling road", which simulates travel along an ordinary road.
It's black, sleek and streamlined, adorned with strips of silver tape, which means it resembles the Formula 1 and Le Mans racing cars that are normally tested here - only this is not a car with an engine and four wheels, it's a snow sledge on skis, powered by gravity alone.
Our nerves are calmed by the wind tunnel team's enthusiasm.
"This is the first time we have had a model of a snow sledge in our tunnel," says the man in charge, Antonio Pavesi. "It's an interesting project. All the guys are very excited."
Toyota Motorsport is about to give us some vital lessons in aerodynamics.
Vital, because our sledge, which we've named Snowspeed, has been designed for speeds of around 250 km/h (155 mph - faster than the terminal velocity of a free-falling skydiver in the spreadeagled belly-to-earth position.
The current world speed record in a gravity-powered snow sledge is held by Guy Martin, a British television personality, motorbiker and lorry mechanic known for his love of speed.
Norwegian babies are wrapped up warm and placed in a sledges, called a pulk, which is pulled along by parents on cross-country skis.
Then, before they can walk, toddlers are placed on toboggans, squealing with laughter and fear as they are sent flying down snowy hills.

"As I child, I loved sledging. For me, that was when the dream was born," says Nima Shahinian, who became an industrial designer after serving with Norwegian special forces in Afghanistan, and designed Snowspeed with his friend and colleague, Anders Aannestad.
"The steering wheel gave me a sense of control, even at high speed. I was always desperate to have the fastest sledge in the world - or at least in our street."
Norwegian children are introduced to skis as soon as they can walk, perhaps when they are two or three years old, but it doesn't stop them enjoying other kinds of snow play.
Where I grew up on the outskirts of Oslo in the 1970s, there was a hill in a forest where we would go sledging, build jumps, or have ski races.
We'd go ice skating too, on the river at the bottom of the hill, and every year one of us would fall through the ice. We were always lucky. Nobody died. And we never told our parents.

As an adult, I have continued to enjoy winter sports, from cross-country ski mountaineering, to downhill and off-piste powder skiing.
Once, back in the 1980s, I rode a mountain bike in deep powder snow down the Grands Montets glacier in Chamonix, a foolhardy venture I decided not to repeat.
Then, in the 1990s, long before kite-skiing became an industry, I used a two-string power kite during a frosty camping trip in Norway's Rondane national park to speed up the journey across a plateau towards the peaks.
Tom Ruud, the third member of the Snowspeed team, shares this passion for speed, ideally coupled with good design, which explains why he's acquired a couple of Riva speedboats over the years.
But for Tom, a serial entrepreneur who has launched and sold several companies, it is mostly about beating records and taking on the role of David challenging Goliath.
"I love the thrill of the race," he says. "I like the rush from being in a challenger's position."
It's taken four years to get from Nima's initial drawings to where we are today.
Three prototypes have been built. A full-size sledge to determine the pilot's position, a 25%-scale clay model to recreate the shapes developed using 3D drawing programmes, and the latest - a 50%-scale model built specifically for testing in the wind tunnel.
The idea is to investigate the sledge's aerodynamic performance by generating a strong wind that passes over, under and alongside it, while measuring drag, downforce and sideforce, plus the three movements, roll, pitch and yaw.
When cars are tested on the rolling road, their wheels rotate while the car remains static. This obviously doesn't work for the sledge, so instead we've covered the base of the skis in Teflon to simulate the sort of minimal friction we expect to experience on snow.
I've seen wind tunnels before, as I've been reporting on the motor industry for some 20 years, but I've never before been inside one during testing.
The sledge is attached to a strut that comes down from the ceiling. The strut contains hundreds of pressure sensors that gather data, as well as "actuators" that move the model during testing.
You can't see the wind moving past the sledge at 40m per second, but all the time the sensors are picking up crucial information about how the sledge responds to the wind, and how the wind moves around it.
Later, the crew injects smoke, which allows the designers to see some of this with their own eyes.
Then they apply a special type of paint that runs with the wind to create streaks and patterns that mirror turbulence and flow.

It will take some time to complete the analysis of the test data, but we already know a few things.
For a start, the front end of the sledge, with its broad shoulders and flat surface raised above the snow, provides strong downforce on to the skis, which are fitted on either side with a suspension system. That is a good thing.
But the back end is unstable - it needs to be stretched and flattened further to improve sideways stability.
At high speed this prototype would have been almost impossible to control.
We must also find a way to increase the downforce on the rear ski. A spoiler might provide the answer, says Nima, who has worked on cars of the Lotus/Caterham Seven racing class and the Ferrari-based hydrogen supercar concept Fyk, developed by Norwegian energy company Statoil.
I, for one, like this solution, as it will make the sledge look more like a racing car.

We know that we still have a lot to work out, so we quiz the engineers about composite materials, suspensions and aerodynamics.
Together we mull over the choice between short skis, which offer less friction, and long skis, which are more stable at speed.
In turn, they ask enthusiastically about our plans as we move towards an attempt at the world speed record next year.
I would like to see some of them out there on the snow, when I hope our dream will become reality.
